Lumen output is only part of the equation. The important factor is the LUX level. The losses in a switch start flourescent fitting can be up to 50% so a lamp efficacy of 90lm/W can result in a luminaire efficacy as low as 45lm/W (when new, less as they age).
Typically, a 600x600 luminaire with 4x18W tubes would be replaced with a 30W or 40W model.
