Basildon Council brightens up offices with new LED lighting
Good light levels are vital in office environments: poor lighting can lead to eye-strain, lack of productivity and low staff morale. The latest LED lighting is ideal for offices, as it provides bright, even light that mimics daylight more closely than conventional fluorescent lighting.
LEDs also provide significant cost savings of up to 75% over traditional lighting, as they are more energy efficient and require minimal maintenance due to increased reliability and longer lifespans.
Earlsmann has recently been working with Basildon Council in Essex to review the lighting in its offices, and to design and supply new LED lighting.
From consultation to installation – a complete lighting solution
Earlsmann undertook a review of the Council’s lighting requirements, and identified that the existing 600×600 gull-wing style suspended ceiling fittings were making office spaces appear dark and drab. After conducting RELUX modelling of the office area, Earlsmann found it could replace three of the existing fittings with just two of its LED Milan panels and still achieve target light levels. The new panels use only 36 watts compared with the original 80 watt fittings, and comply with CIBSE LG7.
Super-efficient LEDs provide more light for less power
Earlsmann initially installed the new lighting within a trial area. The light level was increased to 400 lux from around 250 lux, and the new panels are over 60% cheaper to run. The trial was successful in satisfying office users that the new light level was significantly better, and that there were no issues with glare.

Following this trial, new lighting is now being rolled out across the Council’s offices, and is being greeted with enthusiasm by staff on site. The offices are located across three floors, with an average of 200 panels per floor, and also include an atrium area, a server room, meeting rooms and executive offices.
Earlsmann worked with NCCT, an electrical contractor based in Kent, to install the new lighting. Earlsmann’s flexible approach meant that the Council was able to place the order for installation direct with NCCT. NCCT’s team worked night shifts to avoid disruption to Council staff, and was able to install up to 200 panels per shift.
Specialist requirements? No problem
The meeting rooms required dimming capability. To provide this, Earlsmann supplied panels with built-in dimming drivers and a DALI dimming system. The existing emergency lighting was replaced with single non-maintained downlight type units. These are more cost-effective than panels with integral emergency functionality and, as the emergency lighting is separate from the main lights, it is more reliable than an integrated system. This lighting scheme has been modelled to meet BS5266 requirements.
